Requires state agencies acting as lead agencies to complete environmental review and approve or deny electrical infrastructure projects within 2 years of receiving a complete application, effective until January 1, 2031.

Mandates state agencies submit a report to the Legislature explaining reasons for missing the 2-year deadline and identifying potential impacts to the electrical system from delays.

Applies to applications for leases, permits, licenses, certificates, or other entitlements for electrical infrastructure use.

Requires environmental impact report or environmental document preparation contracts to be executed within 45 days of sending a notice of preparation, with possible extension by mutual agreement.

After January 1, 2031, reverts to existing CEQA time limits of one year for environmental impact reports and 180 days for negative declarations.
