Extends the California Automobile Assigned Risk Plan's low-cost automobile insurance program indefinitely by removing the January 1, 2025, sunset date.

Changes combined reporting requirements from annual to March 15, 2024, then every 5 years thereafter for the commissioner and plan status reports.

Requires the commissioner to submit annual reports on methods to inform eligible households on or before March 15, 2024, March 15, 2025, March 15, 2026, and every 5 years thereafter beginning March 15, 2031.

Mandates posting of the commissioner's outreach plan reports on the Department of Insurance and California Automobile Assigned Risk Plan websites beginning with the March 15, 2024 report.

Prohibits the commissioner's name, voice, image, or likeness from being used in department advertisements or educational materials regarding the low-cost insurance program.
