Establishes the Imperial Valley Healthcare District encompassing all of Imperial County, consolidating healthcare services from Pioneers Memorial Healthcare District and Heffernan Memorial Healthcare District.

Requires the initial 7-member board of directors to be appointed by specified entities including the Imperial County Board of Supervisors, existing healthcare district boards, and city representatives, with appointments to be completed within 60 days of the bill's effective date.

Directs the board to negotiate acquisition of El Centro Regional Medical Center by November 5, 2024, assuming all assets and liabilities, and to recommend a permanent funding source mechanism for voter approval on the March or November 2024 ballot.

Requires Imperial County LAFCO to dissolve both Pioneers Memorial Healthcare District and Heffernan Memorial Healthcare District by January 1, 2025, transferring all their assets, rights, and responsibilities to the Imperial Valley Healthcare District.

Mandates the board to divide the district into seven voting districts for electing board members beginning after January 1, 2024, and requires annual reports to LAFCO in 2024 and 2025, with municipal service reviews every five years starting December 31, 2026.
