Makes it a misdemeanor for a person prohibited from possessing a firearm under California law to purchase, own, or possess body armor, with specified exceptions.

Requires courts to advise firearm-prohibited persons of the body armor prohibition and mandate relinquishment of any body armor in their possession.

Allows individuals subject to body armor prohibitions to petition the chief of police or county sheriff for an exception if their employment, livelihood, or safety depends on legally possessing body armor.

Law enforcement officials have discretionary authority to grant, reduce, or eliminate the prohibition based on findings of safe and lawful use and reasonable need for protection.

Grants law enforcement immunity from false arrest liability when enforcing the prohibition against individuals who lack certified permission to possess body armor.
