Adds "housing status" as a protected characteristic under California's state discrimination law (Government Code Section 11135)

Prohibits discrimination based on housing status in any program or activity conducted, operated, or administered by the state, or funded directly by the state

Defines "housing status" to refer to the status of experiencing homelessness, as defined in Health and Safety Code Section 50675.15(a)(2)

Applies the same protections to housing status as existing protections for other characteristics including race, sex, disability, age, and sexual orientation

Requires that definitions of protected bases in discrimination cases reference Section 12926 of the Government Code
