Establishes the Prepared Meals Delivery Program under the State Department of Social Services to provide meals to unhoused individuals, subject to legislative appropriation.

Requires Alameda County to participate in the program and select a community-based organization grantee through a competitive bidding process; the grantee must demonstrate track record in meal services for unhoused populations.

Mandates direct food delivery to unhoused encampments using a restaurant-based meal model at discounted costs, with grantees required to provide CalFresh enrollment information to recipients.

Requires Alameda County to submit periodic performance reports to the department including number of individuals served, service locations by ZIP Code, cost per individual, fund expenditures, and service needs identified.

Requires the State Department of Social Services to submit a report to the Legislature by June 1, 2026, evaluating program effectiveness; this reporting requirement becomes inoperative June 1, 2030.
