Requires dispute resolution neutrals (arbitrators, mediators, neutral evaluators, settlement officers, etc.) or alternative dispute resolution providers to report complaints alleging violations of professional conduct rules to the State Bar of California within 30 days of receiving the complaint.

Reports to the State Bar must include a summary of the complaint, a copy of the complaint, and the name and contact information of any attorney participating in the proceeding.

Mandates that neutrals and ADR providers provide complainants with written information about how to file a complaint with the State Bar within five business days of receiving the complaint.

Requires that written information provided to complainants in mediation or arbitration cases include a notice explaining that parties may report violations of professional conduct rules to the State Bar despite confidentiality protections otherwise attendant to those proceedings.

Applies to complaints alleging violations of the American Bar Association's Model Standards of Conduct for Mediators, Family Mediation Standards, Code of Ethics for Commercial Arbitrators, or Judicial Council Ethical Rules.
