State Department of Education must update the Salary and Benefits Schedule form (Form J-90) by July 1, 2025 to collect salary data for classified school staff (secretaries, custodians, bus drivers, food service workers, and instructional aides) in the same manner as certificated staff.

School districts, county offices of education, and direct-funded charter schools must complete and report the updated Form J-90 by January 31, 2026 and annually thereafter, with authority to report data for prior fiscal years.

State Department of Education must report to the Legislature by August 31, 2026 and annually thereafter on salary progress for both classified and certificated staff, including year-over-year changes, 10-year comparisons, and changes relative to inflation rates.

Establishes legislative intent to create transparency regarding the impacts of state budget decisions on education workforce pay and benefits competitiveness.

Provides for reimbursement to local agencies and school districts for state-mandated costs associated with the bill's requirements.
