Authorizes the Santa Clara Valley Water District to use revenues from ad valorem taxes and assessments to pay for bonds, in addition to existing revenue sources.

Allows the district to pay bonds from net revenues rather than gross revenues of its water system, as specified under the Revenue Bond Law of 1941.

Removes the $8,000,000 limit on short-term indebtedness that the district board can authorize without holding an election.

Extends indefinitely a provision limiting director compensation to no more than 15 days per calendar month (previously set to expire December 31, 2023).

Expands the district's purposes to include assisting unsheltered people living along streams and in riparian corridors, in consultation with local cities or Santa Clara County.
