Authorizes law enforcement agencies to request the California Highway Patrol to activate an "Endangered Missing Advisory" for missing persons who are developmentally disabled, cognitively impaired, abducted, or unable to care for themselves.

Requires the Highway Patrol to concur that specified conditions are met before activating an advisory, including that local resources have been exhausted and the disappearance is unexplained or suspicious.

Permits the Highway Patrol to disseminate electronic flyers or activate changeable message signs on roadways when a vehicle may be involved in the missing person case and identifying vehicle information is available.

Encourages radio, television, cable, satellite, and social media systems to cooperate in disseminating advisory information, but does not require participation.

Defines "cognitively impaired" and "developmentally disabled" by reference to existing Welfare and Institutions Code provisions.
