Requires health care service plans and health insurers offering dental coverage to disclose whether an enrollee's or insured's dental coverage is "State Regulated" through a provider portal if available, or upon request, effective January 1, 2025.

Mandates that health care service plans and health insurers include the statement "State Regulated" on electronic or physical identification cards (or both if available) for dental coverage contracts issued on or after January 1, 2025, if the coverage is subject to state regulation.

Applies to all health care service plans and health insurers that issue, sell, renew, or offer contracts covering dental services, including specialized plans and insurers.

Exempts the state from providing reimbursement to local agencies or school districts since any costs will result from creating a new crime or infraction under existing law.
