Requires the California State Auditor to obtain fingerprint images and related information from prospective employees whose duties would include access to confidential records, whistleblower investigation information, or cash and accountable items.

Mandates that all services contracts entered into, renewed, or amended on or after January 1, 2024, include provisions requiring contractors, employees, and subcontractors to provide fingerprint information if they will have access to restricted records or items.

Requires the California State Auditor to submit fingerprints to the Department of Justice for state and federal level criminal history background checks under Penal Code Section 11105.

Authorizes the California State Auditor to investigate criminal histories to determine fitness of prospective employees and contractors to perform duties involving access to sensitive records and items.

Creates an appropriation to the State Audit Fund to cover the expenses of implementing these new background check requirements.
