Amends Family Code Section 3011 to include a parent's affirmation of the child's gender identity or gender expression as part of the health, safety, and welfare factors courts must consider when determining child custody in the best interests of the child.

Defines affirmation as a range of actions unique to each child that must promote the child's overall health and well-being.

Maintains existing prohibition on courts considering a parent's own sex, gender identity, gender expression, or sexual orientation when determining custody.

Coordinates with Senate Bill 599 to incorporate additional amendments to Section 3011 if both bills are enacted, with Section 1.5 becoming operative only if AB 957 is enacted after SB 599.
