Authorizes the Judicial Council to sell four specified court properties: Plumas/Sierra Regional Courthouse in Portola, Gordon D. Schaber Sacramento County Courthouse, Modesto Main Courthouse and Hall of Records, and Ceres Superior Court in Stanislaus County.

Requires the Judicial Council to comply with existing law (Section 70391), consult with the county where the property is located, and offer the county the right to purchase the property at fair market value before offering it for sale.

Directs net proceeds from the sale of these properties to be deposited into the State Court Facilities Construction Fund rather than the Special Fund for Economic Uncertainties.

Declares that the disposition of these properties does not constitute a sale of surplus state property under the California Constitution and is not subject to constitutional restrictions on surplus property sales.

Takes effect immediately as an urgency statute.
