Schools with 100+ students are encouraged to implement web-based or app-based safety programs by July 1, 2030, including multilayered digital maps with building plans, camera locations, and 360-degree photography.

Programs must allow first responders from multiple agencies to be alerted only when there is imminent danger of serious physical injury or death, with restrictions on law enforcement requests for routine disciplinary matters.

Programs must enable school administrators to track pupil and staff locations and conditions through status designations (absent, present, missing, injured, reconnect) without using biometric information or real-time location tracking.

Program developers must comply with the Student Online Personal Information Protection Act and federal Family Educational Rights and Privacy Act, consult with the state department, and make contracts and best practices publicly available.

Sensitive tactical information including building identification systems, floor plans, and Wi-Fi connection details are exempt from public disclosure under the California Public Records Act to protect school safety.
