Requires local agencies to undertake batch broadband permit processing when receiving 2 or more applications for substantially similar broadband project sites submitted simultaneously by the same applicant.

Permits are deemed approved if the local agency fails to approve or reject batched applications within the presumptively reasonable timeframe specified in applicable law or any longer period permitted under federal regulations.

Local agencies may impose reasonable limits on the number of broadband project sites grouped in a single permit, with minimum thresholds of 25 sites for smaller jurisdictions (cities under 50,000 or counties under 150,000) and 50 sites for larger jurisdictions.

Requires written notification to applicants when broadband permits are denied, stating the reasons for denial, and does not apply to eligible facility requests under federal telecommunications law.

Applies to all cities including charter cities as a matter of statewide concern, with no state reimbursement required as local agencies may recover costs through service charges and fees.
