Prohibits manual vote counts in elections with more than 1,000 registered voters on established election dates or more than 5,000 voters on other dates, unless conducted pursuant to a Secretary of State-approved plan.

Requires the Secretary of State to adopt regulations regarding manual vote counts and provide a template for manual count plans.

Requires elections officials to use certified voting machines or systems for accessibility and vote tabulation.

Makes termination of certified voting system contracts provisional until the jurisdiction has a transition plan and has finalized a new contract for a certified voting system.

Took effect immediately upon Governor approval on October 4, 2023, as an urgency statute.
