Amends Vehicle Code Section 21655.1 to expand transit-only lane regulations from buses only to all designated transit-only traffic lanes, which include mass transit vehicles, taxis, vanpools, and other vehicles designated by local authority or the Department of Transportation during posted times

Prohibits motor vehicles from operating on transit-only traffic lanes except per peace officer direction or official traffic control devices, with exceptions for drivers making right or left turns or entering/exiting highways when no physical barriers exist

Requires the agency with jurisdiction over the highway or a public transit agency to place and maintain signs and traffic control devices indicating transit-only lane designations and operating hours

Specifies that public transit agencies placing signs must obtain agreement from the highway jurisdiction agency before doing so
