Requires individuals seeking judicial review of California Environmental Quality Act (CEQA) decisions for housing projects to post a $1,000,000 bond to cover costs and damages to the project incurred by the respondent or real party in interest.

Applies to actions challenging determinations, findings, or decisions by public agencies made pursuant to CEQA regarding housing project approval or implementation.

Authorizes courts to adjust the bond requirement if the court finds good cause to believe the requirement does not further the interest of justice.

Adds Section 21167.10 to the Public Resources Code immediately following Section 21167.9.
