AB 98 Summary

• Beginning January 1, 2026, establishes statewide warehouse design and build standards for new or expanded logistics facilities 250,000+ square feet, including requirements for photovoltaic systems, electric vehicle charging, zero-emission equipment, and cooling systems.

• Requires logistics facilities within 900 feet of sensitive receptors (residences, schools, hospitals, parks) to locate truck loading bays 300-500 feet away, orient loading areas away from residents, install 50-100 foot buffer zones with landscaping, and maintain separate truck entrances via commercial roads.

• Mandates facility operators submit truck routing plans to avoid residential areas and post anti-idling signs before receiving certificates of occupancy, with enforcement responsibility on the operator.

• Requires cities and counties to update circulation elements by January 1, 2028 (January 1, 2026 for warehouse concentration regions in Riverside and San Bernardino counties) to establish designated truck routes using highways and arterial roads while avoiding residential areas.

• Conditions logistics use approval on 2-to-1 replacement of demolished housing units occupied within 10 years and 12 months' rent compensation for displaced tenants; authorizes Attorney General to enforce compliance with up to $50,000 fines every 6 months.
