Adds Section 2384.5 to the Streets and Highways Code requiring applicants who receive Active Transportation Program funding to submit a report to the California Transportation Commission within one year of completing their project.

Report must describe how the project met active transportation goals and explain how the applicant measures project success.

Removes previous requirement that the California Transportation Commission conduct at least one public hearing in northern California and one in southern California before amending program guidelines.
