Requires the State Air Resources Board to conduct an analysis of each emission reduction credit in the San Joaquin Valley Unified Air Pollution Control District's ledger to determine if credits were issued in violation of state, local, or district laws or procedures, with analysis to be completed by January 1, 2027.

Requires the San Joaquin Valley Unified Air Pollution Control District to publicly aggregate and post on its website information about permits issued between January 1, 2004, and December 31, 2020, that used emission reduction credits, including permit applicant information, facility locations, permitted emissions, and required emissions control measures.

Requires the State Air Resources Board to submit a report to the Legislature summarizing the results of the analysis, in compliance with Government Code Section 9795.

Declares that a special statute is necessary to address air pollution and environmental injustices specific to the San Joaquin Valley Air Basin.

Specifies that no reimbursement is required for the mandated local program because local agencies have authority to levy service charges or fees sufficient to pay for it.
