Requires the San Francisco Bay Area regional water quality control board to initiate modifications to stormwater discharge permit requirements (Provision C.3.e.ii of NPDES Permit Order No. R2-2023-0019) by July 1, 2025, to be completed within 6 months.

Mandates the regional water board consult with the Association of Bay Area Governments and Metropolitan Transportation Commission regarding impacts of permit requirements on infill housing development before modifying, reissuing, or issuing NPDES stormwater permits.

Requires the regional water board to make specific findings before finalizing modifications, including that concerns about impacts on infill housing have been adequately addressed and that requirements will not severely impair infill housing development.

Requires the modified provision to be substantially similar to the previous permit order (R2-2015-0049) such that it does not condition benefits on affordable housing requirements.

Provisions become inoperative on July 1, 2028, and are repealed on January 1, 2029.
