Requires state and county agencies to accept reporting of required information, changes, and verification for public social services applicants and recipients through any available means, including in person, telephone, facsimile, email, or other electronic means.

Applies to lawfully required information and verification that affect eligibility and benefit amounts for programs including CalWORKs, CalFresh, and Medi-Cal, to the extent permitted under federal law.

Mandates the State Department of Social Services and State Department of Health Care Services implement the requirement through all-county letters, policy letters, or similar instructions by July 1, 2024, without using standard rulemaking procedures.

Prohibits appropriations under Section 15200 of the Welfare and Institutions Code for implementing this act.

Exempts costs from state mandate reimbursement requirements for increases to existing 2011 Realignment programs, but allows reimbursement for other state-mandated costs if determined by the Commission on State Mandates.
