Requires committees funding voter-requested recounts to report contributions of $10,000 or more received from election day through one week after the recount ends, identifying the contributor's name, address, occupation, employer, and contribution amount.

Mandates elections officials publish reported contribution information on their websites within 24 hours, except for contributors' street numbers, building numbers, unit numbers, and street names.

Establishes automatic state-funded mandatory recounts ordered by the Governor for State Senator, Member of the Assembly, or Member of the United States House of Representatives races when the margin between top candidates is less than 25 votes or 0.25% of votes cast in primary or general elections.

Requires recounts be conducted using the original voting system, and authorizes the Secretary of State to request examination of specific election materials with interested parties permitted to observe.

Provides state reimbursement to counties for costs of conducting mandatory recounts.
