Requires the State Energy Resources Conservation and Development Commission to issue a report by December 31, 2025, on utility-scale biomass combustion facilities still operating as of January 1, 2024

Report must assess the capacity of biomass facilities to process forest biomass and vegetation management materials, their role in forest health and wildfire risk reduction, and options to maximize environmental benefits through upgrades or operational improvements

Requires recommended upgrade strategy considering impacts on disadvantaged, rural, forested, and agricultural communities; costs and financing; effects on energy procurement and ratepayer costs; and job creation or loss

Report must include recommendations for replacing baseload energy and biomass management capacity if facilities cease operation, strategies for processing forest and agricultural waste, and job training programs in affected areas

Mandates commission coordination with the State Air Resources Board, local air districts, and multiple state departments; requires engagement with affected communities and public input opportunities
