Mandates the Energy Commission adopt regulations requiring refineries to maintain minimum inventory levels of transportation fuels and blending components, with provisions for regional variation, small refinery exemptions, and prohibition on requirements that necessitate new storage infrastructure.

Establishes that minimum inventory regulations must find that consumer benefits from avoiding price volatility outweigh potential costs, and requires annual legislative reports evaluating the regulation's effectiveness.

Creates administrative civil penalties of $100,000 to $1,000,000 per day for non-compliance with refinery turnaround, maintenance, and inventory requirements, enforceable through hearings and court action.

Requires the Energy Commission's triennial assessment of California transportation fuels supplies to include evaluation of petroleum import needs, marine infrastructure adequacy, and effects of state regulations on fuel supply constraints.
