Lowers voter approval threshold from two-thirds to 55% for local bonds funding public infrastructure, affordable housing, permanent supportive housing, and related land acquisition or leasing.

Allows cities, counties, and special districts to impose, extend, or increase sales and use taxes or parcel taxes for these same purposes with 55% voter approval plus majority governing board approval, subject to specified accountability requirements.

Requires propositions to include accountability measures including 5% administrative cost caps, annual independent audits, public audit posting, citizens' oversight committees, and prohibitions on bidding by entities owned or controlled by voting officials.

Prevents jurisdictions from placing new propositions on the ballot under these provisions until all funds from previously approved propositions are committed to programs and projects.

Declares this measure supersedes any conflicting ballot measure on the same statewide election if it receives more affirmative votes.
