Requires statewide initiative measures that propose to increase voter approval requirements for other state or local measures to be approved by the same supermajority threshold they would impose, rather than a simple majority.

Applies to all statewide initiative measures appearing on ballots on or after January 1, 2024, including those on the same ballot as this measure's approval.

Authorizes local governing bodies to hold advisory votes on issues of governance, with results approved by majority vote but non-binding on the local government.

Preserves the majority vote requirement for standard statewide initiative statutes and referenda that do not propose to increase voter approval thresholds.

Includes severability clause ensuring the measure remains valid if any portion is struck down by court decision.
