Proposes constitutional amendment to require University of California employees to be covered by basic state labor standards including equal pay, minimum wage, overtime, meal breaks, and paid leave, effective January 1, 2025.

Requires individuals performing public works for the University of California to receive prevailing wage payments if the work would qualify as public works under state law.

Authorizes the Legislature to enact additional laws further defining labor standards, establishing health and safety protections, or specifying standards applicable to UC employees.

Grandfathers in contracts entered before January 1, 2025, and permits collective bargaining agreements to provide more favorable terms than the constitutional standards.

Requires two-thirds vote in both houses of the Legislature to place measure on ballot for voter approval.
