Proposes amendment to California Constitution adding Section 3.5 to Article I declaring the people have a right to clean air and water and a healthy environment considering general well-being and other needs of the people

Requires the principles of these environmental rights to serve as a guide to all branches of government in performing their official duties

Specifies environmental rights shall apply equally to all people and cannot be construed or applied inconsistently with existing state laws or other constitutional rights

Requires two-thirds vote of both legislative houses for passage and voter approval
