Proposes constitutional amendment requiring University of California employees to be covered by basic state labor standards including equal pay, minimum wage, overtime, occupational safety, meal and rest breaks, and paid leave, effective January 1, 2025.

Requires individuals performing public works for the University of California to receive prevailing wage payments if the work is funded in whole or in part by UC funds.

Authorizes the Legislature to enact additional laws further defining, establishing, or specifying labor standards and protections applicable to UC employees and workers.

Exempts contracts entered into before January 1, 2025 from compliance if it would impair existing contract obligations.

Does not prevent collective bargaining agreements from providing more favorable terms than the basic state labor standards established by this amendment.
