Designates May 11, 2024, as Vietnam Human Rights Day in California to support efforts to achieve freedom and human rights for the people of Vietnam.

Marks the 34th anniversary of the issuance of the Manifesto of the Non-Violent Movement for Human Rights in Vietnam, which calls for respect of basic human rights, acceptance of a multiparty system, and free and fair elections.

Acknowledges that the Government of Vietnam has imposed restrictions on freedom of association, assembly, press, and speech.

Encourages Californians to commemorate the day through appropriate activities including rallies, ceremonies, and discussions.

Notes that more than 675,235 Vietnamese people live in California, with the largest concentration in Orange County, many of whom fled government oppression.
