Designates the portion of State Route 9 between Lower Glen Arbor Road (postmile SCR 8.110) and Western Avenue (postmile SCR 11.131) in Santa Cruz County as the Sergeant Damon Christopher Gutzwiller Memorial Highway.

Requests the Department of Transportation to determine the cost of appropriate signage for this special designation and erect signs upon receiving sufficient donations from nonstate sources.

Honors Sergeant Gutzwiller, a 14-year Santa Cruz County Sheriff's Office employee who was killed on June 6, 2020, during a suspicious-circumstance call in Ben Lomond while supervising an incident involving potential bombmaking material.

Recognizes Gutzwiller's service as a patrol deputy, field training officer, SWAT operator, and sergeant, along with his receipt of 10 commendations for extraordinary work during his career.
