Designates November 8, 2024, as "California's First-Generation College Celebration Day" to commemorate the anniversary of the federal Higher Education Act of 1965.

Urges all higher education institutions in California to celebrate the day, recognize first-generation college students' role in developing the state's workforce, and support these students with opportunities and equity in degree completion.

Acknowledges that 56 percent of all college students are first-generation college students who face additional academic, financial, and social challenges compared to peers with college-educated parents.

References support programs for first-generation students including Federal TRIO programs, Pell Grant program, Educational Opportunity Program (EOP), Puente Project, Umoja programs, and AANHPI Student Achievement Program.
