Recognizes that over 2,000 independent special districts in California provide essential services including water, sanitation, fire protection, electricity, parks and recreation, health care, airports, and transit.

Highlights that special districts are locally governed entities created by and accountable to residents, with oversight through elected or appointed boards and sunshine laws requiring transparency and public accountability.

Notes the historical development of special districts from the first irrigation district established under the Wright Act of 1887 through modern multipurpose community services districts authorized in 1961.

Directs the Chief Clerk of the Assembly to transmit copies of the resolution to the author for distribution.
