Approves continued study by the California Law Revision Commission of 13 previously authorized topics, including creditors' remedies, probate law, real and personal property, family law, discovery, evidence, arbitration, administrative law, contracts, venue, Fish and Game Code, Health and Safety Code Chapters 6.5 and 6.8, and disaster/emergency law provisions.

Requires the commission to submit a detailed description of the scope of work to chairs and vice chairs of the Assembly and Senate Judiciary Committees and any other relevant policy committees before commencing any authorized project.

Mandates the commission submit a description of any major changes to the scope of work that occur during the course of a project.

Authorizes the commission to study special legal rules for areas affected by federally declared disasters, gubernatorial emergency proclamations, or local emergency proclamations, requiring notice to legislative leadership before beginning work on this topic.
