Proclaims April 28, 2024, as a day for Californians to acknowledge the contributions of disabled individuals and honor past achievements in establishing their rights.

Recognizes that 7,090,015 adults and more than 330,000 children in California have disabilities.

Commemorates the April 28, 1977, Section 504 sit-in at a federal building in California, the longest such protest in U.S. history, which secured implementation of disability rights protections under the Rehabilitation Act of 1973.

Acknowledges California's role as the birthplace of the disability rights movement and notes that disabled individuals contribute meaningfully across arts, employment, science, health care, technology, sports, education, and law.

Recognizes that disabled individuals continue to face discrimination, isolation, and inequities despite legislative progress on expanding rights and inclusion.
