Acknowledges that approximately 45,000 children in California are in the foster care system and recognizes the need for safe, stable homes and comprehensive support services.

Notes that 1 in 4 foster youth experience homelessness after exiting care and before turning 23 years of age.

Recognizes the contributions of relatives, foster parents, and adoptive parents who provide homes for vulnerable children and youth.

Commits California to addressing disproportionate representation of Black, Latino, and indigenous youth in the foster care system and improving outcomes for children of color.
