Acknowledges that approximately 30,000 to 40,000 Hmong soldiers were killed during the Secret War, with many under 18 years of age

Recognizes the United States' assistance in helping over 100,000 Hmong refugees resettle in America, including the last airlift evacuation on May 14, 1975

Notes California's 90,000+ Hmong American population, with major communities in Fresno (35,000) and Sacramento (27,000), representing the largest Hmong population by state in the nation
