Legislature calls upon the Natural Resources Agency, Ocean Protection Council, Fish and Game Commission, and Department of Fish and Wildlife to prioritize expansion of California's Marine Protected Area Network following its first Decadal Management Review

Expansion should be guided by science, public process, and adaptive management to achieve California's 30x30 marine conservation goal of protecting 30 percent of coastal ecosystems by 2030

Recognizes California's commitment to 30x30 goals through Executive Order N-82-20 and Senate Bill 337, and the state's participation in global climate efforts including COP24 and COP15

Emphasizes that state marine reserves and limited-take marine conservation areas are key tools to protect biodiversity, promote climate resilience, and address threats to marine ecosystems

Acknowledges the ocean's cultural and traditional significance to California's indigenous communities and the need for equitable public access to decisionmaking regarding ocean health
