Proclaims the fourth week of September annually as Historically Black Colleges and Universities Week in California, beginning in 2024.

Recognizes HBCUs were established in the 19th century due to segregation and racial discrimination preventing Black student admission to other institutions.

Notes that more than one-third of Black undergraduate students attend California's 116 community colleges, and HBCUs produced 40-80 percent of Black professionals in various fields including engineers, lawyers, doctors, and judges.

Acknowledges California's support for HBCU transfers through Cal Grant B awards, Transfer Guarantee Pathway Agreements, and Assembly Bill 1400 funding for community college students transferring to HBCUs.

Directs the Chief Clerk of the Assembly to transmit copies of the resolution to the author for distribution.
