Acknowledges the interstate highway system, funded 90 percent by the federal government under the Federal-Aid Highway Act of 1956, created unintended consequences including gang turfs, loss of community spaces, family separation, and negative economic impacts.

Declares the Legislature should utilize federal resources in partnership with state agencies and local entities to reconnect communities split by the interstate highway system using freeway lids and other solutions.

Identifies freeway lids as a cost-efficient way to reconnect communities while creating space for parks, community centers, water storage, and housing while reducing air and noise pollution.
