Condemns Azerbaijan's blockade of the Republic of Artsakh that began December 12, 2022, which has cut off food, fuel, medicine, and humanitarian supplies to 120,000 Armenians.

Calls on the President and U.S. Department of State to enforce Section 907 of the FREEDOM Support Act by restricting military assistance to Azerbaijan and imposing targeted sanctions on Azerbaijani officials for human rights abuses and war crimes.

Urges the Biden administration to facilitate emergency humanitarian airlift assistance to Artsakh and introduce a UN Security Council resolution to establish a UN peacekeeping mission with at least 5,000 military personnel.

Reaffirms California's support for Armenian self-determination and independence of the Republic of Artsakh, and calls on the U.S. to recognize Artsakh's democratic independence and engage in multilateral conflict resolution efforts.
