Urges the President and Congress to enact the federal Food Date Labeling Act of 2023 to standardize date labels on food products.

Identifies consumer confusion about date label meanings as a leading cause of food waste, with over one-third of food in the United States never being eaten.

Notes that standardizing date labels could divert 800,000 tons of food waste from landfills annually and provide a net financial benefit of $3.55 billion in the United States.

Recognizes California's 2017 adoption of voluntary date labeling standards through Assembly Bill 954 and commends public and private efforts to reduce food waste.

Directs the Chief Clerk to transmit the resolution to the President, Vice President, Speaker of the House, Senate Majority Leader, and all California representatives and senators in Congress.
