Urges United States Congress and President Joseph R. Biden to fully fund the EPA's Comprehensive Infrastructure Solution for the Tijuana River to address cross-border pollution impacts on public health, environment, and local economy.

Requests President Biden declare a national emergency due to ongoing impacts from cross-border pollution in the Tijuana River Valley, including 900+ consecutive beach closure days in Imperial Beach since December 2021.

Calls on President Biden and Congress to provide sufficient ongoing operation and maintenance funding for the South Bay International Wastewater Treatment Plant, which has received only $4,000,000 of an estimated $40,000,000 needed for maintenance between 2011-2021.

Urges President Biden and Congress to provide funding to address cross-border pollution impacting the New River, which has been recognized as one of the nation's most polluted rivers since the 1940s.

Reinforces California's commitment to public coastal access under the California Constitution and California Coastal Act of 1976.
