Urges Congress to fulfill the federal government's legal and contractual obligation to manage spent nuclear fuel stored in California and 33 other states.

Identifies four de facto interim storage sites in California: Diablo Canyon, Humboldt Bay, Rancho Seco, and San Onofre Nuclear Generating Stations.

Notes that the U.S. inventory of spent nuclear fuel exceeds 90,000 metric tons at 76 sites across 34 states, projected to reach 137,000 metric tons by 2050.

Calls on Congress and the Department of Energy to implement recommendations from the Blue Ribbon Commission on America's Nuclear Future to establish consolidated interim storage and a permanent geologic repository.

Directs the Chief Clerk to transmit the resolution to the President, Congress members from California, and relevant congressional committees and the Department of Energy.
