Requests Congress to pass the Housing Crisis Response Act of 2023 (H.R. 4233), the Ending Homelessness Act of 2023 (H.R. 4232), and the Downpayment Toward Equity Act of 2023 (H.R. 4231)

Calls for $150 billion in federal investment to support public housing, affordable housing, and equitable community development to increase housing supply and decrease housing costs

Seeks $10 billion in federal funding to create permanent affordable housing, provide outreach and case management services for persons experiencing homelessness, and offer technical assistance to states and local jurisdictions

Requests $100 billion in federal investment to address the racial wealth gap and increase home ownership among first-time buyers by covering down payments, closing costs, and mortgage interest rates

Directs the Chief Clerk to transmit copies of the resolution to the President, Congress, and California's federal representatives
