Extends electrical corporation wildfire mitigation plan submission requirements from annually to at least once every 4 years, with preliminary plans due one year before general rate case filings beginning January 1, 2026.

Requires electrical corporations to consider implementation time and cost-efficiency when developing mitigation strategies, and present cost-efficiency measures for at least two reasonable alternatives for identified wildfire risks.

Increases Office of Energy Infrastructure Safety plan approval timeline from 3 months to 9 months, and requires revised plans conforming to Public Utilities Commission revenue authorization within 45 days of commission decisions.

Changes local publicly owned electric utilities and electrical cooperatives from annual to once-every-4-years wildfire mitigation plan submissions to the California Wildfire Safety Advisory Board, on a schedule determined by the board.

Repeals the Wildfire Safety Division and transfers its remaining functions to the Office of Energy Infrastructure Safety; specifies approval of distribution infrastructure undergrounding plans is not a project requiring California Environmental Quality Act review.
