Requires drowning or injury prevention organizations to provide written evidence that their materials align with at least one designated expert organization (including the American Academy of Pediatrics, USA Swimming Foundation, and others) before distributing to public schools.

Mandates that informational materials must be distributed no later than the end of the first week of May in the year of distribution, with timing agreed upon between school officials and the organization.

Allows authorized school officials (superintendent, principal, or vice principal) to select which drowning prevention organization to work with based on best fit for the school's parent population and ease of distribution.

Requires drowning prevention organizations to provide materials in the three most commonly spoken languages in the school's population as identified by the California School Dashboard.

Declares swim instruction provided by qualified and certified persons and open to children of all ages an essential public health service under Health and Safety Code Section 116036.
